What is the idea?

Prioritize the security of networks, messaging and information, in the collection and sharing of data, as a critical part of the development of new applications to support government programs.

Why is it important?

As service-oriented infrastructures become ever present, and information is exchanged across agencies and b/w public-private partners, it is imperative that this information be secured in order to prevent unauthorized access, misappropriation, and fraud.

This is also critical to ensure information assurance, integrity and availability are maintained to support organization's mission goals.

An ARRA terminology, developed to the level of an ontology (i.e., viewpoint model) for an ARRA strategic management life cycle, could be used as the basis for determining access requirements, and information distribution requirements (e.g, role-based or attribute-based provisioning), for all participant types and specific participants in the ARRA process value streams within organizations, value-chains between organizations, and value-lattices forming the cloud of inferred and indirect relationships around the activities operating on a specific resource. 

This would provide an "internal management control" mechanim as a superset of Sarbannes-Oxley requirements for commercial entities and Internal Control Program requirements for government entities.
